Abstract A significant part of highway and street congestion is produced by work zones. Depending on the type construction and/or rehabilitation activity, capacity could be significantly decreased, or completely closed. The zone generates traffic delays in where maintenance performed. Work scheduling problem has a natural nested structure that requires to modeled as bi-level problem. We considered objective function upper level, which we try minimize, represents users.
